PA Health Policy Update for April 14

The following is an update of selected state health policy developments in Pennsylvania from April 10 -14.  (Some of the language used below is taken directly from state documents.) 

General Assembly 

  • The House and Senate Appropriations Committees concluded their budget hearings this week.
    • On Tuesday, April 11, the Department of Human Services appeared before the House Appropriations Committee. A recording of the hearing can be viewed here and here.

  • The House Aging and Older Adult Services Committee will hold an informational hearing Thursday, April 20 at 1:00pm on The State Master Plan on Aging. The hearing will be held in Room G-50 of the Irvis Office Building and can be livestreamed here.
  • The House Children and Youth Committee will hold a public hearing Thursday, April 20 at 10:00am on overcrowding in Pennsylvania’s Juvenile Detention Facilities. The hearing will be held in Room 515 of the Irvis Office Building and can be livestreamed here.
  • The state House and Senate are currently recessed. They will return to Harrisburg on Monday, April 24.

Department of Health

The Department of Health posted new documents related to the implementation of the long-term care nursing facilities regulations that become effective July 1, 2023:

The Department of Health issued a health advisory with information about the Pennsylvania Childhood Blood Lead Act that took effect on January 2, 2023, and requires certain blood lead assessment and testing for children and pregnant women. Find more information in the health advisory. 

Department of Human Services

  • The Department of Human Services (DHS) issued a Medical Assistance Bulletin with the U.S. Department of Health and Human Services’ Centers for Disease Control and Prevention’s (CDC) Recommended Child and Adolescent Immunization Schedule for ages 18 years or younger, United States, 2023. This bulletin replaces the 2022 recommended vaccine schedule.
  • DHS issued Provider Quick Tip #41, which is an updated Medical Assistance (MA) Desk Reference with provider contacts.
  • DHS issued a Medical Assistance Bulletin to inform MA providers that DHS added Current Procedural Terminology (CPT) codes 0164A (Moderna, Inc.) and 0173A (Pfizer, Inc.) to the MA Program Fee Schedule for the administration of additional bivalent doses of the novel coronavirus (SARS-CoV-2) vaccines.
  • DHS issued a Medical Assistance Bulletin to inform providers of updates to the Emergency Medical Condition Information Eligibility form.

  • The Pennsylvania Capital Star reported on the House Appropriations Committee’s examination of Governor Shapiro’s proposed FY 2023-24 budget for DHS.
  • The Scranton Times Tribune wrote about the continued nursing shortage in Pennsylvania and its impact on the health care system.

The Statewide Special Pharmaceutical Benefits Program (SPBP) Advisory Council will hold a public meeting on Thursday, May 4, 2023, from 10 a.m. to 3 p.m. The SPBP Advisory Council will provide program guidance and recommendations to the Department’s SPBP in regard to the following: drug formulary; covered lab services; drug utilization review; clinical programs; eligibility; and program management. DHS – Managed Long-Term Services and Supports Subcommittee – May 12

The Office of Developmental Programs and Office of Mental Health and Substance Abuse Services will host a state-wide Dual Diagnosis Conference virtually on May 18, 2023. PA Health Policy Update for April 7

The following is an update of selected state health policy developments in Pennsylvania from April 3 to April 7.  (Some of the language used below is taken directly from state documents.)  

General Assembly

  • The House and Senate Appropriations Committees will resume budget hearings next week. 
    • On Tuesday, April 11 at 10:00 a.m., the Department of Human Services will appear before the House Appropriations Committee. The hearing will be held in the House chamber and will also be live streamed here.   
    • On Wednesday, April 12 at 9:30 a.m., the Department of Human Services will appear before the Senate Appropriations Committee. The hearing will be held in Hearing Room 1 of the North Office Building and will also be live streamed here.

Department of Health 

  • The Department of Health (DOH) published the Pennsylvania State Health Improvement Plan (SHIP) that outlines goals, objectives, and strategies to improve the health of Pennsylvania residents over the next five years. The 2023-2028 SHIP was developed in collaboration with the Healthy Pennsylvania Partnership, which is made up of nearly 300 health care professionals, associations, health systems, health and human services organizations, community collaborations, local public health agencies, and government agencies. 
  • DOH issued a health update reminding healthcare facilities, providers, and laboratories to have heightened awareness for C. auris in their patients and updating a previous alert with information on new confirmed cases in Cumberland, Erie, and Monroe counties.  C. auris has been detected in ventilator-capable skilled nursing facilities, long-term acute care hospitals, and acute care hospitals since the current outbreak began in March 2020.  Find more information in this Health Update.  
  • DOH has alerted providers and laboratories to current outbreaks of Marburg virus in Tanzania and Equatorial Guinea and recommends they consider Marburg virus in patients with recent travel to those areas.  Find details in the Health Alert here.  

Department of Human Services   

  • The Department of Human Services (DHS) announced the Centers for Medicare & Medicaid Services (CMS) approved the Office of Long-Term Living’s (OLTL) Community HealthChoices (CHC) waiver amendment, which took effect April 1, 2023. Changes in the approved waiver include benefits counseling, home health aide services, nursing services, and occupational, physical, and speech and language therapy services. The current approved CHC Waiver can be found here. 
  • OLTL released a transition plan to phase out temporary changes to the CHC 1915(c) Waiver. Effective May 11, 2023, OLTL will phase out its emergency flexibilities to coincide with the end of the federal Public Health Emergency. 
  • DHS announced CMS has approved OLTL’s OBRA Waiver amendment, which took effect April 1, 2023, for home and community-based services. The current OBRA Waiver can be viewed here.
  • The Department of Human Services (DHS) issued a Medical Assistance Bulletin to notify dental providers enrolled in the Medical Assistance program that DHS will begin accepting the 2019 American Dental Association (ADA) Claim Form upon issuance of this bulletin and will no longer accept the 2012 ADA Claim Form for dates of service on and after June 1, 2023.
  • DHS released a Provider Quick Tip (#263) notifying providers about an electronic submission process for FFS 180-day exception requests and other claims requiring documentation will soon be available in the Promise Portal. 

Department of Drug & Alcohol Programs 

The Department of Drug and Alcohol Programs and DHS jointly issued a bulletin to update the guidance in OMHSAS bulletin 06-03 dated February 10, 2006. This bulletin includes the definitions of co-occurring capable and co-occurring enhanced programs as set forth in The ASAM Criteria. The information may be used to assist SCAs, BH-MCOs, and treatment providers in identifying co-occurring capable and co-occurring enhanced programs and in referring individuals to those programs.  

Revenue Collection Update  

The Department of Revenue announced Pennsylvania collected $6.2 billion in General Fund revenue in March, which was $499.4 million, or 8.8 percent, more than anticipated. Fiscal year-to-date General Fund collections total $32.3 billion, which is $1.1 billion, or 3.7 percent, above estimate.

WHYY reported about the end of continuous Medicaid enrollment, beginning April 1, 2023, and how individuals can prepare for renewals.   

The Erie Times-News published an article about the drug-resistant fungus, Candida auris, which was found in a patient at a health care facility in Erie County.

PA Health Policy Update for March 24

The following is an update of selected state health policy developments in Pennsylvania from March 18 to March 24.  (Some of the language used below is taken directly from state documents.)

General Assembly

  • The House Appropriations Committee will hold a budget hearing next Tuesday, March 28 at 10:00 for the Department of Health and at 1:00 for the Department of Drug and Alcohol Programs.  The hearings will be held in the House chamber and also will be live-streamed here.  A complete schedule for the House Appropriations Committee can be viewed here and a complete schedule for the Senate Appropriations Committee can be found here.
  • The House Health Committee will convene on Wednesday, March 29 to consider, among other bills, House Bill 155, which removes the requirement that direct-care workers be interviewed in person for a position, and House Bill 507, which requires medical schools, teaching hospitals, and medical institutions to receive explicit patient consent for all procedures and exams performed under anesthesia by medical students or for training purposes.
  • The state House and Senate are currently recessed.  They will return to Harrisburg on Monday, April 24 following the conclusion of budget hearings.

Department of Human Services

Department of Health

  • The Department of Health has added Mucopolysaccharidosis Type II Disorder (MPS II) screening to the supplemental conditions mandated for screening and follow-up under the state’s newborn screening program effective July 1.  Learn more from this Pennsylvania Bulletin notice.
  • The Department of Health, which last month joined the Department of Agriculture and Department of Environmental Protection in establishing a temporary physical presence in Darlington Township, Beaver County to assist residents affected by the Norfolk Southern train derailment in East Palestine, Ohio, has announced that the three departments will maintain a weekly presence there to continue addressing the needs and concerns of local residents.  Learn more about when the departments will be on site and what services they will offer from this Department of Health news release.

Department of Drug and Alcohol Programs

The Department of Drug and Alcohol Programs has announced an expansion of its free substance use disorder prevention and education tool “Just Five.”  Learn more about the expansion of this tool and its new components from this Department of Drug and Alcohol Programs news release.

COVID-19:  By the Numbers           

  • The number of new COVID-19 cases reported in Pennsylvania fell 26 percent last week after 19 percent declines in each of the two previous weeks.  The number of weekly deaths is holding steady.
  • In the past week the state surpassed 2.9 million confirmed cases of COVID-19; another 637,000 cases are considered “probable.”
  • According to the Department of Health, the number of Pennsylvanians hospitalized with COVID-19 fell 10 percent last week after falling 14 percent the previous week and 16 percent the week before that.  The number of COVID-19 patients on ventilators rose slightly in the past week and the number in hospital ICUs fell slightly.
  • The CDC reports a 10 percent decline in the seven-day daily average of new hospital admissions in Pennsylvania because of COVID-19 after an 18 percent decline the previous week and a 13 percent decline the week before that.
  • For the week ending March 22, one Pennsylvania county (Sullivan) experienced a low rate of community transmission of COVID-19; 28 counties experienced a moderate rate of community transmission of COVID-19; 23 counties experienced a substantial rate of community transmission; and 15 counties experienced a high rate of community transmission.

The Department of Drug and Alcohol Programs is offering training on adolescent ASAM criteria, to be delivered virtually, for participants who already understand the foundational aspects of the ASAM criteria.  The purpose of this training is to explore and discuss the adolescent-specific aspects of the ASAM criteria and offer participants a practical focus through lecture, real-world clinical vignettes, and case studies.  The program will be held on May 16 at 8:30.  Continuing education credits are available.  Learn more about the program, including requirements for participation and how to join, from this Department of Drug and Alcohol Programs notice.  Please note that this program is identical to one offered on March 9.

PA Health Policy Update for March 17

Department of Health

The federal Centers for Medicare & Medicaid Services has informed the Department of Health that the approved CMS waiver extending the deadline for temporary nurse aides to complete required examinations is in effect until May 11, 2023.  Learn more about the implications of the expiration of this waiver and how nurse aide candidates can continue to work while pursuing certification from this Department of Health notice.

The Department of Health’s Medical Marijuana Advisory Board will add chronic hepatitis C as a qualifying serious medical condition for medical marijuana use in Pennsylvania.  Learn more from this Pennsylvania Bulletin notice.

COVID-19:  By the Numbers           

  • The number of new COVID-19 cases reported daily in Pennsylvania fell 19 percent last week after a similar 19 percent decline last week and 17 percent the previous week.  The number of daily deaths is holding steady.

March 22 – Medicaid and CHIP Continuous Enrollment Unwinding Webinar – March 22

PA Health Policy Update for Friday, March 10

The following is an update of selected state health policy developments in Pennsylvania from March 4 to March 10.  (Some of the language used below is taken directly from state documents.)

Governor Shapiro

Governor Shapiro delivered his first budget address before the General Assembly this week.  The themes highlighted throughout his speech included investing in public safety and public health, creating opportunity by growing the state’s economy, expanding the workforce, ensuring that every child has access to a quality education, and increasing access to mental health services.  In total, Governor Shapiro’s proposed FY 2024 budget would spend $45.8 billion, a $2.5 billion or 5.9 percent increase over the current fiscal year.  For further information about the proposed budget, see the following resources:

General Assembly

  • The Senate unanimously passed Senate Bill 8 this week.  This legislation requires insurers to cover costs associated with genetic counseling and genetic testing for the BRCA1 and BRCA2 gene mutation if a person is diagnosed with breast or ovarian cancer or has a family history of breast or ovarian cancer.  It also requires insurers to cover all costs associated with a supplemental breast screening by MRI or ultrasound for women at increased risk of breast cancer pursuant to Act 52 of 2020.  Senate Bill 8 was received in the House and referred to the Insurance Committee.
  • The state House and Senate appropriations committees will begin hearings on Governor Shapiro’s proposed FY 2024 budget the week of March 20.  A complete schedule for the House Appropriations Committee can be viewed here and a complete schedule for the Senate Appropriations Committee can be viewed here.
  • The state House and Senate are now recessed until the conclusion of budget hearings.  Both chambers will return to session on Monday, April 24.
  • The House Democratic Caucus announced its 2023-2024 legislative session committee chairs this week.  Representative Dan Frankel will serve as chair of the Health Committee and Representative Stephen Kinsey will serve as chair of the Human Services Committee.  A complete list of the House committee chairs can be viewed here.

Department of Human Services

  • The Department of Human Services (DHS) has posted a notice to inform presumptive eligibility providers of care to pregnant women that the income guidelines used to determine presumptive eligibility have been updated effective January 12, 2023.  Go here to see the notice, which includes information about the criteria for qualifying for presumptive eligibility and the new income guidelines.
  • DHS has posted a reminder that all Medicaid-enrolled providers who dispense hearing aid supplies to Medicaid patients must submit a copy of their renewed Department of Health certification to MA Provider Enrollment by March 16 to continue providing and billing DHS for hearing aid supplies.  Find that notice here.
  • DHS has issued a request for information seeking stakeholder input and information concerning the current Community HealthChoices agreement for the anticipated re-procurement of Community HealthChoices managed care organization contracts.  Specifically, the state seeks information on the statement of work for the upcoming re-procurement before issuing a request for application for vendors to bid on program participation.  Go here to learn more about the request for information and what the state seeks from interested parties.  The deadline for submitting comments is April 14.
  • DHS has shared minutes from the February 23 meeting of the Medical Assistance Advisory Committee and minutes from the January 25 meeting of that committee’s consumer subcommittee.
  • Acting DHS Secretary Dr. Val Arkoosh has written an op-ed column outlining how the state will work with its Medicaid population and various organizations to determine the continued eligibility of current participants in the face of the end of the continuous Medicaid eligibility that was part of the federal government’s and the state’s response to the economic challenges posed by COVID-19.  That column was published in several newspapers across the state; find an example here from the Pittsburgh Tribune-Review.  The ideas outlined in this op-ed column are reinforced and explained in greater detail in this Shapiro administration news release.

Department of Health

  • The Department of Health has issued a request for applications to award grants to local health departments, health systems, health clinics, Federally Qualified Health Centers, Rural Health Clinics, non-profit organizations, local governments, 501(c)(3) organizations, and other clinical providers serving the 10 counties with the highest suicide rates in Pennsylvania (Venango, Blair, Dauphin, Berks, Luzerne, Lycoming, Wayne, Franklin, Sullivan, and McKean counties) for a suicide prevention pilot program.  It seeks to fund applicants addressing evidence-based suicide prevention strategies for youth between the ages of 15 and 24 and creating local inventories of suicide prevention resources.  The overall goal of this funding is to promote the reduction of factors that increase risk and increase factors that promote resilience among disproportionately affected populations especially among Pennsylvania youth.  Learn more from this solicitation notice, which includes a link to the request for applications.  Applications are due by April 6.
  • The Department of Health has published decisions on recent requests for exceptions to health care facility regulations.  Find those decisions in this Pennsylvania Bulletin notice.

COVID-19:  By the Numbers           

  • The number of new COVID-19 cases reported daily in Pennsylvania fell 19 percent over the past week after falling 17 percent the previous week.  In addition, the number of daily deaths has declined slightly.
  • According to the Department of Health, the number of Pennsylvanians hospitalized with COVID-19 fell 16 percent last week after a nine percent decline the previous week and was below 1000 for the first time since May of 2022.  The number of COVID-19 patients on ventilators declined 17 percent last week and the number in hospital ICUs fell 28 percent and is down into double digits – 98 – for the first time since July of 2022.
  • The CDC reports an 18 percent decline in the seven-day daily average of new hospital admissions in Pennsylvania because of COVID-19 after a 13 percent decline the previous week.
  • For the week ending March 8, 10 Pennsylvania counties experienced a moderate rate of community transmission of COVID-19; 29 counties experienced a substantial rate of community transmission; and the remaining 29 counties experienced a high rate of community transmission.  This reflects a significant improvement over recent weeks.

PA Health Policy Update for March 3

The following is an update of selected state health policy developments in Pennsylvania from February 27 to March 3.  (Some of the language used below is taken directly from state documents.)

Governor Shapiro

Governor Shapiro will deliver his budget address before the General Assembly on Tuesday, March 7 at 11:00.  The FY 2023-2024 budget proposal, the governor’s first, will be an opportunity for him to outline his agenda for the new administration.  Go here to stream the governor’s budget address.

General Assembly

  • State Representative Mark Rozzi (D) resigned as Speaker of the House on Tuesday.  Rozzi, who was unexpectedly elected Speaker on January 3, indicated that he accomplished what he set out to do.  The House then elected Representative Joanna McClinton (D) as Speaker by a vote of 102-99.  She will be the first woman to serve in the position.
  • Following the election of Speaker McClinton, the House Democratic Caucus announced a new leadership team.  Representative Matt Bradford will serve as majority leader and Representative Jordan Harris will serve as chair of the Appropriations Committee.  The complete list of leadership members can be viewed here.
  • The House and Senate are scheduled to be in session on Monday, March 6 through Wednesday, March 8.  On Tuesday, March 7 the two chambers will convene at 11:00 for a joint session to hear Governor Shapiro’s budget address.
  • The Senate Banking & Insurance Committee met on Tuesday, February 28 and favorably reported Senate Bill 8, which requires insurers to cover costs associated with genetic counseling and genetic testing for the BRCA1 and BRCA2 gene mutations if a person is diagnosed with breast or ovarian cancer or has a family history of breast or ovarian cancer.  It also requires insurers to cover all costs associated with a supplemental breast screening by MRI or ultrasound for women at increased risk of breast cancer pursuant to Act 52 of 2020.  The bill received second consideration on Wednesday, March 1.

Revenue Collection Update

  • The Department of Revenue announced this week that Pennsylvania collected $2.8 billion in General Fund revenue during February, which was $351.8 million, or 14.2 percent, more than anticipated.  Fiscal year-to-date General Fund revenue collections total $26.1 billion, which is $649.3 million, or 2.6 percent, above estimate.

Department of Human Services

Department of Health

  • The Department of Health (DOH) has issued final-form rulemaking to replace the temporary regulations currently governing the state’s medical marijuana program.  In its notice, DOH responds to public comments and explains differences between the temporary regulations and this final-form version.  For further information, see this Pennsylvania Bulletin notice.
  • Another DOH notice on the medical marijuana program presents a statement of policy to provide guidance to all growers/processors and laboratories approved to test medical marijuana under the program.  Learn more from this Pennsylvania Bulletin notice.
  • DOH has opened a health resource center in Darlington Township, Beaver County for residents of Beaver and Lawrence counties who have health concerns following the Norfolk Southern train derailment in East Palestine, Ohio on February 3.  The Pennsylvania Department of Environmental Protection and the Pennsylvania Department of Agriculture also will participate in the center’s efforts to help interested residents sign up for free, independent water testing and to provide guidance on food and animal safety.  The center will be open weekdays from 10:00 am to 8:00 pm and is scheduled to operate through March 10.  Learn more from this Shapiro administration news release.
  • DOH has issued a health advisory warning providers of an increase in extensively drug-resistant shigellosis in the U.S.  The advisory includes a CDC advisory on the same condition that includes information about identifying, diagnosing, treating, and reporting the condition.  The advisory notes that no such cases have been reported in Pennsylvania.  Find the advisory here.

PA Health Policy Update for February 17

The following is an update of selected state health policy developments in Pennsylvania from February 11-17.  (Some of the language used below is taken directly from state documents.)

General Assembly

The state House of Representatives will convene for session on Tuesday, February 21 at 12:00 p.m. The state Senate is scheduled to return on Monday, February 27.

Department of Human Services

  • The fee-for-service subcommittee of the Department of Human Services (DHS) Medical Assistance Advisory Committee met on Wednesday, February 8.  See the presentation made by Office of Medical Assistance officials during that meeting.
  • DHS’s Office of Long-Term Living offered a presentation during the February 14 meeting of the Medical Assistance Advisory Committee’s long-term services and supports subcommittee.  Find that presentation here.
  • DHS has published a notice of its funding allocation for FY 2023 inpatient disproportionate share hospital (DSH) payments to qualifying inpatient acute-care general, psychiatric, and rehabilitation hospitals and qualifying psychiatric and rehabilitation units of acute-care general hospitals; outpatient supplemental payments to qualifying inpatient acute-care general hospitals; direct medical education payments to qualifying inpatient acute-care general hospitals; and certain DSH and supplemental payments to new hospitals.  It is not otherwise changing the qualifying criteria or payment methodology for these payments.  These payments will amount to $257.76 million in total funds.  Learn more from this Pennsylvania Bulletin notice.
  • DHS has published a notice of its funding allocation for DSH payments to qualifying acute-care general hospital burn centers, to qualifying acute-care general hospitals providing obstetrical and neonatal services, to critical access and qualifying rural hospitals, and to qualifying acute-care general hospitals that treat a high percentage of Medical Assistance patients under 18 years of age.  Together, the payments amount to $107.655 million in total state and federal funds.  Learn more from this Pennsylvania Bulletin notice.
  • DHS has published procedure codes and payment rates for the administration of the Pfizer and Moderna bivalent booster dose of the COVID-19 vaccines.   Find the codes, the rates, and their effective dates in this Pennsylvania Bulletin notice.
  • DHS’s Office of Long-Term Living has informed stakeholders that the Centers for Medicare & Medicaid Services has approved renewal of the Community HealthChoices waiver, effective January 1, 2023, for five years.  See the DHS message here.
  • DHS has published a notice announcing that it will increase fees in the Medical Assistance Program for certain ambulance transportation services in both the fee-for-service and managed care delivery systems, effective with dates of service on and after January 1, 2023.  Those fees will be not less than $325 for basic life support ambulance transportation services, not less than $400 for advanced life support ambulance transportation services, and not less than $4 per loaded mile for each loaded mile beyond 20 loaded miles for ground ambulance transportation.  Learn more from this Pennsylvania Bulletin notice.

Department of Health

  • The Department of Health (DOH) has issued a health alert to providers advising them about a possible nation-wide increase in invasive group A streptococcal (iGAS) infections in children.  This increase, however, reflects only a return to pre-pandemic levels.  The alert includes information about the condition and offers guidance for clinicians and laboratories.  Find the alert here.
  • DOH has published information about its Medical Care Availability and Reduction Error (MCARE) Act surcharge for FY 2023, a per unit assessment of approximately $156.56 payable by June 1.  Learn more about the surcharge and the providers to which it applies from this Pennsylvania Bulletin notice.
  • DOH has published information about its Nursing Home Patient Safety Trust Fund surcharge for FY 2023.  That surcharge will be $13.83 per nursing facility bed.  Learn more from this Pennsylvania Bulletin notice.
  • DOH has published a list, as required by regulation, of hospitals that have chosen to exercise their religious or moral beliefs regarding the provision of certain contraception-related emergency services and will instead refer patients to other hospitals to receive such services.  Learn more from this Pennsylvania Bulletin notice.

  • According to the Department of Health, the number of Pennsylvanians hospitalized with COVID-19 and on ventilators held steady over the past week while the number in hospital ICUs declined 25 percent.
  • The CDC reports a six percent decline in the seven-day daily average of new hospital admissions in Pennsylvania because of COVID-19.
  • For the week ending February 15, five Pennsylvania counties experienced a moderate rate of community transmission of COVID-19; 16 counties experienced a substantial rate of community transmission; and the remaining 46 counties experienced a high rate of community transmission – all the same numbers as last week.

Department of Drug and Alcohol Programs

In response to the continuing challenge health care providers are having maintaining an adequate workforce, the Department of Drug and Alcohol Programs is conducting a workforce climate survey among drug and alcohol service providers to learn about which jobs and positions are in short supply or understaffed, the challenges these providers face, what they are doing to address them, and how they think the state can help them address those challenges.  Find that survey here.

Independent Regulatory Review Commission

PA Faces Major Challenge Reviewing Medicaid Eligibility

As many as 30 percent of Pennsylvanians currently on the state’s Medicaid rolls may soon become ineligible for the program, according to a new report.

When the COVID-19 pandemic began, Congress temporarily expanded Medicaid eligibility and directed additional money to states for their Medicaid programs.  The catch?  Once deemed eligible, participating states were prohibited from dropping those Medicaid participants from their programs for the duration of the public health emergency.

Health Benefits Claim FormThat continuous Medicaid eligibility, however, will end on April 1 and states have one year to redetermine Medicaid eligibility for everyone currently enrolled in the program.  In Pennsylvania, the state estimates that nearly 600,000 of the 3.6 million people now participating in the program will lose their eligibility and another nearly 600,000 may be in danger of doing so.

The implications of reduced Medicaid enrollment for the state’s safety-net hospitals are serious:  hundreds of thousands of people who have health insurance today may soon be without health insurance but will continue turning to hospitals – and especially, to safety-net hospitals – for care.

PA Health Policy Update for February 10

The following is an update of selected state health policy developments in Pennsylvania from February 4-10.  (Some of the language used below is taken directly from state documents.)

General Assembly

  • Three special elections were held this week to fill vacancies in the state House of Representatives.  Matt Gergley (D) was elected to represent the 35th legislative district, where he will take the seat formerly held by Lieutenant Governor Austin Davis.  Abigail Salisbury (D) was elected to represent the 34th legislative district, replacing former Representative Summer Lee, who was elected to Congress in November.  Joe McAndrew (D) was elected to represent the 32nd legislative district, filling the seat left vacant by the death of Tony DeLuca.  When the three members are sworn in later this month Democrats will have 102 seats in the House and Republicans will have 100 after Senator-elect Linda Schlegel Culver resigns her House seat to be sworn in to the state Senate.
  • The state House has scheduled additional session days and the chamber will return to session on Monday, February 21. Click here to view the updated calendar.
  • Republican members of the state House Appropriations Committee held a roundtable discussion this week with several Medicaid managed care organizations (MCOs). Go here to learn more about the event and see a list of the MCO participants.

Department of Human Services

The Department of Human Services (DHS) has posted information about new medical group provider access to the PROMISe provider internet portal for the reactivation or revalidation of changes of group members.  Starting on February 24, active provider groups that need to reactivate, revalidate, or make changes to group members will be able to log onto the portal with their active group credentials.  Learn more from this DHS notice.

Department of Health

The Department of Health has issued a health advisory informing providers of an outbreak of highly drug-resistant pseudomonas aeruginosa associated with artificial tears products.  No such cases have been reported in Pennsylvania.  Learn more about the outbreak, the condition, and how to identify and treat it from this Department of Health advisory.  Providers who diagnose the condition are asked to report it to the state or their local health department.

The Department of Health has proposed adding mucopolysaccharidosis type II disorder (MPS II) to the supplemental conditions mandated for screening and follow-up as part of the state’s newborn screening program as of July 1.  Learn more about the condition and how to submit written comments in response to this proposed addition to the screening program from this Pennsylvania Bulletin notice.  Comments are due within 30 days of the notice’s February 11 official publication.

Department of Drug and Alcohol Programs – Adolescent ASAM Criteria – March 9

The Department of Drug and Alcohol Programs will offer a training program for adolescent service providers on two dates:  March 9 and May 16, both at 8:30.  This training on adolescent ASAM criteria, to be delivered virtually, is designed for participants who already understand the foundational aspects of the ASAM criteria.  The purpose of this training is to explore and discuss the adolescent-specific aspects of the ASAM criteria and offer participants a practical focus through lecture, real-world clinical vignettes, and case studies.  Continuing education credits are available.  Learn more about the program, including requirements for participation and how to join, from this Department of Drug and Alcohol Programs notice.  Please note that the March 9 and May 16 sessions will be identical.
