PA Health Policy Update for July 3

The following is an update of selected state health policy developments in Pennsylvania from June 30 – July 3.  (Some of the language used below is taken directly from state documents). 

Fiscal Year 2025-26 Budget Update 

Governor Shapiro and legislative leaders have yet to reach a final agreement on the commonwealth’s Fiscal Year (FY) 2025-26 spending plan. In a statement released by Senate Republican leadership, they indicated they’ll continue to “work with all parties to reach a final agreement.” Governor Shapiro and House Democratic leadership have indicated an agreement may be possible in the coming weeks. Presently, the Senate is recessed until the call of the chair and the House is scheduled to return to Harrisburg on Monday, July 7. 

Governor Shapiro 

  • Governor Shapiro has signed into law House Bill 640, which is now known as Act 14 of 2025. Act 14 updates annual reporting requirements for the Department of Drug & Alcohol Programs (DDAP) and eliminates the sunset date of the state’s provider assessments in anticipation of certain changes to provider assessments being contemplated by the U.S. Congress.
  • Governor Shapiro has signed Senate Bill 411 into law. Act 24 of 2025, as it’s now known, provides the ability for the Pennsylvania Department of Health to create and utilize a stroke registry.
  • The Shapiro administration has released a document with estimates regarding how many Pennsylvanians may lose Medicaid and SNAP benefits as a result of the reconciliation package being considered by the U.S. Congress. 

General Assembly

The state House of Representatives and Senate briefly convened in Harrisburg this week. The following is an overview of selected health care-related legislative activity that occurred.

  • The Senate voted to concur with the House amendments to Senate Bill 95, which permits EMS providers to leave naloxone with a caregiver of a patient who overdosed. The bill also places certain disclosure requirements on pharmacies related to the retail and generic versions of prescribed medications and allows for the provisional licensing of pharmacists. The bill has been presented to Governor Shapiro for his signature.
  • The House of Representatives passed House Bill 1234, which expands the Medical Assistance (MA) program to cover blood pressure monitors for home use as a pregnancy-related service on a per pregnancy basis. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 482, which authorizes Pennsylvania to join the National Occupational Therapy Licensure Compact. The bill will now be sent to the Senate for consideration.
  • The House of Representatives voted to concur with the Senate’s amendments to House Bill 309, which amends the Osteopathic Medical Practice Act to allow team physicians traveling internationally with their club or national team to treat their own players on site during games without needing a Pennsylvania medical license. The bill was subsequently presented to Governor Shapiro for his signature.
  • The House Labor & Industry Committee met on Tuesday, July 1 and favorably reported House Bill 1676, which establishes the Nursing Shortage Assistance Program. A recording of the meeting is viewable here.
  • The House Health Committee met on Tuesday, July 1 and favorably reported Senate Bill 715, which extends the Rare Disease Advisory Council’s sunset date to 2028. A recording of the meeting is viewable here.
  • The House Finance Committee met on Monday, June 30 and favorably reported House Bill 1129, which allows early-stage technology and biotechnology businesses to sell their net operating losses (NOL) and unused research and development tax credits to unrelated companies. The House of Representatives is currently scheduled to return to session on Monday, July 7. The Senate is recessed until the call of the chair.

Department of Human Services 

  • The Department of Human Services (DHS) has published its annual list of exceptional Durable Medical Equipment (DME) for nursing facilities. Find the list and additional information in this Pennsylvania Bulletin notice. 

Department of Health

The Department of Health (DOH) has published notice that, effective July 1, 2025, ConcussionWise is no longer an approved concussion management certification training course. The only approved courses are through the Centers for Disease Control and Prevention (CDC) and the National Federation of State High School Associations (NFHS). Revenue Collection Update 

The Department of Revenue has announced that Pennsylvania ended the 2024-25 fiscal year with $46.4 billion in General Fund collections, which is $321 million, or 0.7 percent, above estimate. The Independent Fiscal Office’s (IFO) monthly revenue update for June 2025 is viewable here. 

Department of Drug & Alcohol Programs

The Department of Drug & Alcohol Programs (DDAP) has announced that the agency recently issued Pennsylvania’s first telehealth exceptions for a DDAP-licensed substance use disorder (SUD) treatment provider. Prior to this, only SUD treatment facilities with a physical location in Pennsylvania could apply to DDAP for a license to also offer telehealth services. This new program does not require a physical location in order for a treatment provider to administer telehealth services. 

Board of Medicine 

The State Board of Medicine has published final-form rulemaking, which is effective upon publication in the Pennsylvania Bulletin, implementing Act 79 of 2021. This rulemaking modernizes physician assistant (PA) practice by removing certain restrictions and allowing for greater autonomy for PAs. Board of Physical Therapy 

The State Board of Physical Therapy has published final-form rulemaking regarding changes to the physical therapy examination process and continuing education requirements. Find the final rule in this Pennsylvania Bulletin notice

Spotlight PA has written an article about the increasing prevalence of Nitazines, a class of powerful synthetic opioids, and the Department of Health’s efforts to reschedule these drugs to limit access and allow prosecutors to charge suppliers.

The Philadelphia Inquirer has published an article about Pennsylvania’s late FY 2025-26 budget and what the immediate impact may be. CBS 21 has also published a piece of the status of the state budget.

PA Health Policy Update for June 27

The following is an update of selected state health policy developments in Pennsylvania from June 23 – 27.  (Some of the language used below is taken directly from state documents). 

General Assembly

The state House of Representatives and Senate convened in Harrisburg this week. The following is an overview of selected health care-related legislative activity that occurred.

  • The Senate unanimously voted to concur with the House’s amendments to Senate Bill 411, which provides the ability for the Pennsylvania Department of Health to create and utilize a stroke registry. The bill will now be sent to Governor Shapiro’s desk for his signature.
  • The Senate unanimously passed House Bill 640, which updates annual reporting requirements for the Department of Drug & Alcohol Programs (DDAP). The amended bill will now be sent back to the House for concurrence.
  • The Senate unanimously passed House Bill 309, which amends the Osteopathic Medical Practice Act to allow team physicians traveling internationally with their club or national team to treat their own players on site during games without needing a Pennsylvania medical license. The amended bill will now be sent back to the House for concurrence.
  • The Senate passed Senate Bill 715, which extends the Rare Disease Advisory Council’s sunset date to 2028. The bill was subsequently sent to the House and referred to the Health Committee.
  • The Senate passed Senate Bill 88, which provides coverage for supplemental screenings and diagnostic examinations without cost-sharing if a patient is at average risk or higher for breast cancer. The bill was subsequently sent to the House and favorably reported out of the Insurance Committee.
  • The House of Representatives passed House Bill 1100, which creates a grant program to provide eligible public-school entities with funding to acquire and distribute menstrual hygiene products. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 1445, which prohibits an insurer from denying what would otherwise be a service covered by the policy simply because the health care service was received in a school setting. The bill was subsequently sent to the Senate and referred to the Banking & Insurance Committee.
  • The House of Representatives passed House Bill 1590, which supports Pennsylvania’s implementation of a new federal Medicaid flexibility that waives the longstanding “four walls” requirement for outpatient behavioral health clinics. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 583, which requires the Department of Human Services to establish a benefit package for dental services for Medicaid. The bill was subsequently sent to the Senate and referred to the Health & Human Services Committee.
  • The House of Representatives passed House Bill 1442, which places requirements on coroners to report Sudden Unexpected Death in Epilepsy (SUDEP). The bill was subsequently sent to the Senate and referred to the Local Government Committee.

The House and Senate will reconvene on Monday, June 30 for voting session.

Department of Human Services

  • The Department of Human Services (DHS) has issued a Medical Assistance Bulletin to notify providers that it will begin using Milliman Clinical Guidelines (MCG) as the screening guidelines to determine medical necessity for services, items, procedures, or level of care provided to Medical Assistance (MA) beneficiaries, effective July 18, 2025. 
  • DHS has also issued a Medical Assistance Bulletin to advise providers of changes to the MA program fee schedule. The department is adding and end-dating codes as a result of the 2025 updates published by the Centers for Medicare & Medicaid Services to the Healthcare Common Procedure Coding System (HCPCS). The changes are effective for dates of service on and after June 16, 2025. 
  • DHS has announced the proposed assessment amount, the proposed assessment methodology, and the estimated aggregate impact on nursing facilities that will be subject to the assessment under the Nursing Facility Assessment Program beginning in Fiscal Year (FY) 2025-2026.   • The Office of Long-Term Living (OLTL) has shared an alert from the Centers for Medicare & Medicaid Services (CMS) about a fraud scheme that uses phishing fax requests, which falsely claim to be from CMS staff, to obtain medical records and documentation for auditing purposes.

Department of Health

The Department of Health (DOH), in partnership with the Pennsylvania Insurance Department and the Department of Human Services has launched a public survey looking for feedback on and suggestions for improving women’s health care across the commonwealth. The 10-minute survey is open through July 7 and focuses on women’s preventive health care, like health screenings, birth control, pregnancy care, and mental health services. 

Independent Fiscal Office

The Independent Fiscal Office (IFO) has published a revised document updating its prior impact of the Medicaid provisions included in the federal reconciliation bill package being negotiated by the U.S. Congress. 

Department of State 

The Department of State has announced that Pennsylvania will become a full participant in three health care compacts – physician, nursing, and physical therapy – beginning July 7. Click the respective compact link for more information regarding its implementation. 

Department of Aging

The Department of Aging has announced that it is conducting an evaluation of the PA Link to inform the design of a strategic plan to refresh and improve the program to better serve older adults, people with disabilities, and caregivers. State Board of Nursing 

The State Board of Nursing has released proposed regulations implementing Act 60 of 2021, which establishes title protection for certified registered nurse anesthetists (CRNA). Find the proposed rulemaking in this Pennsylvania Bulletin notice.

State Board of Pharmacy 

The State Board of Pharmacy has issued final-form rulemaking to effectuate Act 140 of 2020, which establishes criteria for pharmacy technician training programs as well as the standards of practice and registration fees for both pharmacy technicians and pharmacy technician trainees. DOH – HIV Planning Committee – July 16-17

DOH – Renal Disease Advisory Committee – July 18

The Special Pharmaceutical Benefits Program Advisory Council will hold a public meeting on Thursday, July 31. PA Health Policy Update for June 20

The following is an update of selected state health policy developments in Pennsylvania from June 16 – 20.  (Some of the language used below is taken directly from state documents). 

Governor Shapiro 

The Shapiro administration has shared a document with stakeholders outlining the potential impact of H.R. 1, the reconciliation package currently being considered by the U.S. Congress. The assessment primarily addresses the impact on Medicaid coverage. It does not include a detailed overview of the provisions in the reconciliation package related to provider taxes or state directed payments, from which Pennsylvania receives significant funding. 

General Assembly

The state House of Representatives convened in Harrisburg this week. The following is an overview of selected health care-related legislative activity that occurred.

  • The House Health Committee met on Monday, June 16 and favorably reported, among other bills, House Bill 1234, which expands the Medical Assistance program to cover blood pressure monitors for home use as a pregnancy-related service on a per pregnancy basis. 
  • The House Professional Licensure Committee met on Tuesday, June 17 and favorably reported House Bills 80 and 482, which enable Pennsylvania to join the Audiology and Speech-Language Pathology Interstate Compact and the National Occupational Therapy Licensure Compact respectively, and Senate Bill 115, which requires the Department of Human Services to offer a skills competency exam in lieu of  high school diploma or GED requirements for individuals seeking employment as direct care staff in personal care homes or assisted living residences. 
  • The House Insurance Committee met on Tuesday, June 17 and favorably reported House Bill 1445, which prohibits an insurer from denying what would otherwise be a service covered by the policy simply because the health care service was received in a school setting.

Department of Human Services 

The Department of Human Services (DHS) has announced the proposed annual case-mix per diem payment rates for state Fiscal Year (FY) 2025-26 for non-public and county nursing facilities that participate in the Medical Assistance (MA) program. DHS has issued Provider Quick Tip #263 regarding the electronic submission process for Office of Medical Assistance Programs’ (OMAP) fee-for-service (FFS) and the Office of Long-Term Living’s (OLTL) and LTC 180-day exception requests and other claims requiring documentation in the Promise Portal. 

Department of Health

The Department of Health (DOH) has announced the Newborn Screening and Follow-up Technical Advisory Board is adding Metachromatic Leukodystrophy (MLD) screening, effective January 1, 2026, to the supplemental conditions mandated for screening and follow-up by commonwealth submitters and follow-up by the commonwealth newborn screening program. Independent Fiscal Office 

The Independent Fiscal Office (IFO) has published a document outlining the impact of the Medicaid provisions included in the federal reconciliation bill passed by the U.S. House of Representatives. The document also includes a budget brief highlighting Pennsylvania Medicaid enrollment and funding trends from FY 2018-19 through the Shapiro administration’s proposal for FY 2025-26. 

Insurance Department 

The Pennsylvania Insurance Department (PID) has announced that most health insurers are requesting significant premiums increases for plan year 2026. On average, insurers are asking for a 19 percent increase to premiums in the individual market, and a 13 percent increase to premiums in the small group market.

  • State Senate Majority Leader Joe Pittman (R-Indiana) has stated he, “sees no practical way that a budget will be completed on June 30.” His comments and the significant increase in funding for the Medicaid program were the subject of an article by the Pennsylvania Capital-Star. 
  • The Pew Charitable Trusts has published an article about the share of state budgets spent on Medicaid and which states have increased their own resources on Medicaid.
  • A CBS3 report has highlighted insurance denials and called attention to the Pennsylvania Insurance Department’s external review process for claim denials.

General Assembly

The state House of Representatives and Senate convened in Harrisburg this week. The following is an overview of selected health care-related legislative activity that occurred this week.

  • The Senate unanimously passed Senate Bill 95, which permits EMS providers to leave naloxone with a caregiver of a patient who overdosed. The bill also places certain disclosure requirements on pharmacies related to the retail and generic versions of prescribed medications. The bill was subsequently received in the House and referred to the Veterans Affairs and Emergency Preparedness Committee.
  • The House of Representatives passed House Bill 1549, which increases the state’s minimum wages, by a party-line vote. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 1460, which provides for more oversight of health care entity merger and acquisition activities. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 1088, which expands maternal blood pressure monitoring coverage. The bill will now be sent to the Senate for consideration.
  • The Senate Consumer Protection & Professional Licensure Committee met on Wednesday, June 11 and favorably reported, among other bills, Senate Bills 535 & 536, which amend the Osteopathic and Medical Practice Acts to enable genetic counselors to order genetic tests as appropriate.
  • The Senate Health & Human Services Committee met on Wednesday, June 11 and favorably reported, among other bills, the following.
    • Senate Bill 461, which seeks to improve testing and insurance coverage for Lyme disease testing.
    • Senate Bill 715, which extends the Rare Disease Advisory Council’s sunset date to 2028.
    • House Bill 27, which requires operating rooms to utilize surgical smoke evacuation systems.
    • House Bill 640, which updates annual reporting requirements for the Department of Drug & Alcohol Programs (DDAP).

  • The Legislative Budget & Finance Committee (LBFC) met on Wednesday, June 11 and released its report on the effect of home and community-based workforce shortages on commonwealth-supported Medicaid waiver programs. Department of Human Services

  • The Department of Human Services (DHS) has announced it will hold another listening session in its “Food is Medicine Stakeholder Engagement Series,” which is part of the Bridges to Success: Keystones of Health demonstration waiver. The next session, which will focus on medically tailored meals, will take place on June 16 at 1:00 p.m. Find additional information and registration details here.
  • DHS has issued a Medical Assistance Bulletin to inform providers about updates to the Statewide Preferred Drug List (PDL) related to glucose sticks made at the April 23 Pharmacy & Therapeutics (P&T) Committee meeting. The PDL changes are effective July 7, 2025.
  • DHS has announced changes to the Medical Assistance (MA) program fee schedule. The department is adding and end-dating codes as a result of the 2025 updates published by the Centers for Medicare & Medicaid Services to the Healthcare Common Procedure Coding System (HCPCS).   • DHS has released a document with revisions to the participating drug companies list for the Medicaid Drug Rebate Program.
  • DHS has updated its calendar of mailing dates for Remittance Advices and corresponding electronic transfers and checks through the month of July. Find the updated calendar here.
  • DHS has issued a Remittance Advice Alert regarding action needed to continue submitting claims and eligibility requests electronically with PROMISe™. 

Department of Health

The Department of Health (DOH) has published notice of intent to issue a final notice to temporarily schedule any material, compound, mixture, or preparation which contains any quantity of the several Nitazene substances. This final notice to temporarily schedule will place this group of substances in Schedule I under The Controlled Substance, Drug, Device and Cosmetic Act. 

Independent Fiscal Office

The Independent Fiscal Office (IFO) has published a budget brief highlighting Pennsylvania Medicaid enrollment and funding trends from FY 2018-19 through the administration’s proposal for FY 2025-26. It also provides projections of the impact for certain Medicaid provisions included in the federal reconciliation bill passed by the U.S. House of Representatives. 

Insurance Department 

The Pennsylvania Insurance Department (PID) has announced that the largest health insurers operating in the commonwealth are taking steps to expand coverage for medications used to treat postpartum depression and related maternal mental health conditions. Department of Drug & Alcohol Programs

The Department of Drug & Alcohol Programs (DDAP) has shared an opportunity from the Health Resources and Services Administration (HRSA),  the Substance Use Disorder Treatment and Recovery (STAR) Loan Repayment Program. The program offers up to $250,000 in student loan repayment for eligible professionals who commit to six years of full-time work providing direct SUD treatment or recovery support at an approved facility. The program is open to a range of providers, including medical, behavioral health, and peer support professionals. Applications are due July 10, 2025.

PA Health Policy Update for June 6

The following is an update of selected state health policy developments in Pennsylvania from June 2 – 6.  (Some of the language used below is taken directly from state documents). 

General Assembly

The state House of Representatives and Senate convened in Harrisburg this week. The following is an overview of selected health care-related legislative activity that occurred this week.

  • The Senate passed Senate Bill 411, which provides the ability for the Pennsylvania Department of Health to create and utilize a stroke registry. The bill will now be sent to the House for consideration.
  • The House of Representatives passed House Bill 704, which establishes the “Pennsylvania Neurodegenerative Disease Research Program.” The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 668, which authorizes Pennsylvania to join the National Counseling Compact. The bill will now be sent to the Senate for consideration.
  • The House of Representatives also passed House Bill 554, which authorizes Pennsylvania to join the Social Work Licensure Compact. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 1140, which expands access to contraceptives. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 282, which authorizes the Department of Corrections (DOC) to establish a medical assistance (i.e., Medicaid) reentry program for incarcerated individuals who are scheduled to be released and returning to the community. The bill will now be sent to the Senate for consideration.
  • The House Aging & Older Adult Services Committee met on Monday, June 2 for a public hearing on House Bill 1310, which establishes a minimum budget adjust factor (BAF) floor at $0.90 for skilled nursing facilities. A recording of the meeting is viewable here.
  • The Senate Consumer Protection & Professional Licensure Committee met on Tuesday, June 3 and favorably reported, among other bills, Senate Bill 583, which authorizes the state to enter the Social Work Licensure Compact, and Senate Bill 604, which authorizes the state to join the National Counseling Compact.     • House Bill 425, which establishes a J-1 visa waiver primary care physician grant program.
    • House Bill 583, which requires the Department of Human Services to establish a benefit package for dental services for Medicaid.
    • House Bill 1460, which provides for more oversight of health care entity merger and acquisition activities.

The state House and Senate will return to Harrisburg next Monday, June 9 through Wednesday, June 11 for voting session.

Department of Human Services 

  • The Department of Human Services (DHS) has announced it will hold another listening session in its “Food is Medicine Stakeholder Engagement Series,” which is part of the Bridges to Success: Keystones of Health demonstration waiver. The next session, which will focus on medically tailored meals, will take place on June 16 at 1:00 p.m. Find additional information and registration details here.
  • The Office of Mental Health & Substance Abuse Services (OHMSAS) has announced it will pause the implementation of OMHSAS-25-02 Voluntary and Involuntary Commitment Forms for 90 days in response to concerns raised by stakeholders. In addition to giving providers the opportunity to update electronic health records and print new forms, OMHSAS will use the time to continue to receive and respond to stakeholder questions and to schedule Q&A sessions. 
  • DHS has issued a Request for Applications (RFA) for organizations to provide community health worker services to reduce barriers to care for individuals living within the North Philadelphia Health Enterprise Zone (HEZ). The HEZ was established in 2017 and encompasses 15 zip codes in the region. Up to six selected organizations can receive up to $500,000 per year for two years to increase CHW capacity and deploy innovative care management programs within the HEZ. Applicants shall be a 501(c)(3) charitable organization or have an association with a national charitable organization. However, applicants may not be owned, operated, or controlled by a hospital, institution of higher education, or managed care organization (MCO). For more information, see the RFA here.

Department of Health

The Department of Health (DOH) has launched a public survey looking for feedback on and suggestions for improving women’s health care across the commonwealth. The 10-minute survey is open through July 7 and focuses on women’s preventive health care, like health screenings, birth control, pregnancy care and mental health services.

DOH has announced it will make copies of the proposed Preventative Health and Health Services Block Grant Application for Federal Fiscal Year 2025 available for public review. The department has also announced it will hold a virtual public hearing on June 17 from 1:00 p.m. to 2:00 p.m. to receive public input on the block grant application. Independent Regulatory Review Commission  

The Independent Regulatory Review Commission (IRRC) has announced it received the Department of Human Services’ (DHS) regulation regarding the transition to the Patient-Driven Payment Model (PDPM). IRRC will consider the regulation at its June 26 public meeting. 

Revenue Collection Update 

The Department of Revenue has announced that Pennsylvania collected $3.2 billion in General Fund revenue in May, which was $66.3 million, or 2.0 percent, less than anticipated. Fiscal year-to-date General Fund collections total $42.7 billion, which is $262.5 million, or 0.6 percent, above estimate.

Governor Shapiro

Governor Shapiro joined Department of Community & Economic Development (DCED) Secretary Rick Siger in Pittsburgh this week to discuss supporting Pennsylvania’s life science and innovation economy. Governor Shapiro highlighted his administration’s FY 2025-26 budget proposal to invest $50 million to support large-scale innovation and life science sector growth. The Office of Mental Health & Substance Abuse Services (OHMSAS) has issued a bulletin announcing it has revised the forms for voluntary and involuntary commitment evaluations and created a unified procedure for updating all forms utilized under the Mental Health Procedures Act (MHPA) to ensure consistency statewide. The revised forms include the following.

Department of Health

The Department of Health (DOH) has given notice that the temporary scheduling of several Nitazene substances, compounds, and mixtures will expire on June 3, 2025. Find additional information in this Pennsylvania Bulletin notice. 

Independent Regulatory Review Commission

The Independent Regulatory Review Commission (IRRC) has announced that it approved the State Board of Pharmacy’s final-form regulation that implements Act 140 of 2020, which establishes criteria for pharmacy technician training programs, as well as the standards of practice and registration fees for pharmacy technicians and pharmacy technician trainees.

IRRC has also approved the State Board of Medicine’s final-form regulation effectuating Act 79 of 2021. The regulation provides for definitions, written agreement requirements, responsibilities of supervising physicians, countersignature requirements, and prohibitions on practice and prescribing by physician assistants. It also updates terminology and removes outdated provisions. 

State Board of Psychology 

The State Board of Psychology has published proposed rulemaking to update, revise, and clarify continuing education requirements for psychologists. Find the proposed rulemaking in this Pennsylvania Bulletin notice.

Primary Election Update

Department of Human Services 

The Department of Human Services (DHS) has issued a Medical Assistance Bulletin with Pennsylvania’s Early and Periodic Screening, Diagnosis and Treatment (EPSDT) Program Periodicity Schedule and Coding Matrix. This bulletin applies to all providers enrolled in the Medical Assistance program who provide EPSDT screens for Medical Assistance (MA) beneficiaries. 

Board of Nursing 

The State Board of Nursing has announced that it has adopted temporary regulations, which can be found here, necessary to implement the Nurse Licensure Compact. The temporary regulations are effective upon their publication in the Pennsylvania Bulletin. Insurance Department 

The Pennsylvania Insurance Department (PID), along with the Department of Health, the Department of Human Services, and the Department of Drug and Alcohol Programs (DDAP), has announced the  launch of a women’s health survey to identify challenges and questions women have about their health insurance benefits, and to remind women about preventive health services that are available to them at no cost through their insurance. 

Independent Fiscal Office 

The Independent Fiscal Office (IFO) has released its initial revenue estimate for FY 2025-26. The IFO has estimated Pennsylvania’s General Fund revenues will total $47 billion in FY 2025-26.   • The House of Representatives passed House Bill 79, which establishes uniform hospital-based financial assistance forms and requirements. The bill will now be sent to the Senate for consideration. 
  • The House of Representatives passed House Bill 433, which eliminates out-of-pocket costs for diagnostic imaging related to breast cancer. The bill will now be sent to the Senate for consideration. 
  • The House of Representatives passed House Bill 309, which amends the Osteopathic Medical Practice Act to allow team physicians traveling internationally with their club or national team to treat their own players on site during games without needing a Pennsylvania medical license. The bill will now be sent to the Senate for consideration. 
  • The House Health Committee met on Wednesday, May 14 and favorably reported House Bill 704, which establishes the “Pennsylvania Neurodegenerative Disease Research Program.” A recording of the hearing is viewable here.

  • The Senate Banking & Insurance Committee met on Tuesday, May 13 and favorably reported Senate Resolution 27, which directs the Legislative Budget and Finance Committee to study the feasibility of establishing a no-fault catastrophic loss fund to provide payment for claims brought as the result of birth-related neurological injuries.   • The House Human Services Committee met on Tuesday, May 13 and favorably reported House Bill 1429, which requires a study on the feasibility of implementing chip-enabled electronic benefit cards (EBT) for the Supplemental Nutrition Assistance Program (SNAP).   • The Senate Veterans Affairs & Emergency Preparedness Committee met on Monday, May 12 and favorably reported, among other bills, Senate Bill 95, which permits EMS providers to leave naloxone with a caregiver of a patient who overdosed.

Department of Human Services

  • The Department of Human Services (DHS) has announced it will hold a listening session on May 19 from 1:00 – 2:30 p.m. entitled, “Food is Medicine: Screening and Referral.” This is part of DHS’ Keystone of Health Section 1115 demonstration waiver initiative. The listening session is intended for representatives from health care and other settings that interact with consumers that may be eligible for Food is Medicine programs.   • DHS has announced that the Office of Mental Health and Substance Abuse Services (OMHSAS) is conducting a survey, which will be the first step to begin the development of one proposed chapter of licensing regulations for inpatient psychiatric services in psychiatric units of general hospitals, private psychiatric hospitals, and extended acute care services located within those inpatient settings.   • DHS has issued a Medical Assistance Bulletin with the U.S. Department of Health & Human Services’ (HHS) Centers for Disease Control and Prevention (CDC) 2025 recommended child and adolescent immunization schedule.
  • DHS has also issued a Medical Assistance Bulletin to advise dental providers enrolled in the Medical Assistance (MA) program that will accept the 2024 American Dental Association (ADA) claim form effective May 1, 2025.

  • The House of Representatives passed House Bill 1200, which legalizes and regulates adult-use cannabis, by a party-line vote of 102 – 101. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 926, which seeks to prevent health care workplace violence by placing several requirements on health care facilities, by a vote of 124 – 79. The bill will now be sent to the Senate for consideration.
  • The House of Representatives passed House Bill 1117, which updates language defining DDAP’s duties and responsibilities. The bill will now be sent to the Senate for consideration.
  • The Senate passed Senate Bill 115, which requires the Department of Human Services to offer a skills competency exam in lieu of  high school diploma or GED requirements for individuals seeking employment as direct care staff in personal care homes or assisted living residences. The bill will now be sent to the House of Representatives for consideration.

PA Health Policy Update for May 2

The following is an update of selected state health policy developments in Pennsylvania from April 28 – May 2.  (Some of the language used below is taken directly from state documents). 

General Assembly

The state House of Representatives and Senate will reconvene in Harrisburg next Monday, May 5 through Wednesday, May 7. The following is an overview of selected health care-related legislative activity currently scheduled.

  • The House Aging & Older Adult Services Committee will hold an informational meeting on Monday, May 5 at 10:00 a.m. regarding Pennsylvania’s Older Adult Protective Services Act (OAPSA). The meeting will be held in Room G-50 of the Irvis Building and livestreamed here.
  • The House Judiciary Committee will meet on Monday, May 5 at 11:00 a.m. to consider, among other bills, House Bill 282, which authorizes the Department of Corrections (DOC) to establish a medical assistance (i.e., Medicaid) reentry program for incarcerated individuals who are scheduled to be released and returning to the community. The meeting will be livestreamed here.
  • The Senate Institutional Sustainability & Innovation Committee will hold an informational hearing on Wednesday, May 7 at 9:30 a.m. regarding hospital and health system sustainability in Pennsylvania. The hearing will be held Room 8E-B and livestreamed here.
  • The House Health Committee will meet on Wednesday, May 7 at 9:00 a.m. to consider, among other bills, House Bill 1269, which establishes a Brain Injury Advisory Board at the Department of Health (DOH). The hearing will be held in Room G-50 of the Irvis Building and livestreamed here.
  • The House Insurance Committee will meet on Wednesday, May 7 at 10:00 a.m. to consider House Bill 1088, which expands maternal blood pressuring monitoring coverage, and House Bill 1140, which expands access to contraceptives. The meeting will be held in Room B-31 of the Capitol and livestreamed here. 

Department of Human Services 

The Department of Human Services (DHS) has issued an updated Pennsylvania Medicaid Managed Care Directory.

DHS has issued its report on Medicaid managed care enrollment in Pennsylvania for the month of March 2025. 

Department of Health 

The Department of Health (DOH) commemorated its 120th Anniversary this week, reflecting on its history and mission of safeguarding the public’s health, and strengthening its commitment to improving health outcomes for all Pennsylvanians. Find additional information in this press release. 

Revenue Collection Update 

The Department of Revenue has announced Pennsylvania collected $6.2 billion in General Fund revenue in April, which was $363.2 million, or 6.2 percent, more than anticipated. Fiscal year-to-date General Fund collections total $39.4 billion, which is $328.8 million, or 0.8 percent, above estimate.

DOH – HIV Planning Committee – Meeting Cancelled
