PA Health Policy Update for August 2

The following is an update of selected state health policy developments in Pennsylvania from July 29 – August 2.  (Some of the language used below is taken directly from state documents). 

General Assembly 

The House Republican Policy Committee held an informational hearing on Thursday, August 1 about health care options for small businesses. The agenda and written testimony are viewable here. Find a recording of the hearing here.

The state House of Representatives and Senate are recessed until Monday, September 23 and Monday, September 16, respectively. 

Department of Human Services 

The Department of Human Services (DHS) has published its report on Medicaid managed care enrollment in Pennsylvania for the month of June. 

Department of Health 

  • The Department of Health (DOH) has issued a Health Advisory (PA-HAN 762) with information, including treatment recommendations, about medetomidine, a potent non-opioid veterinary sedative, that has been detected in the illicit drug supply.
  • DOH has also issued a Health Advisory (PA-HAN 763) regarding an increasing number of emerging substances, including designer benzodiazepines, nitazines, tianeptine, and carfentanil, circulating in the illicit drug supply.
  • DOH has announced its annual long term care facility questionnaire will launch on September 1 and will seek to collect data for the state fiscal year timeframe of July 1, 2023 through June 30, 2024. An email with the questionnaire and log-in information for each facility will be sent to the email contact on file. As a reminder, completion of the questionnaire is mandatory. If a facility doesn’t receive the email on September 1, please contact Aicha Hassane Noma via email at ahassaneno@pag.gov. 

Revenue Collection Update 

The Department of Revenue has announced Pennsylvania collected $3 billion in General Fund revenue in July, the first month of the 2024-25 fiscal year. July collection data does not include a comparison against anticipated amounts because revenue estimates for each month are not yet finalized.

  • WHYY has published an article about a recent Commonwealth Fund survey report that found fewer than half of people who experienced insurance denials fought them due to a lack of knowledge about their right to do so. The article also highlights the Pennsylvania Insurance Department’s independent review program.
  • The Times-Tribune has written about Community Health Systems’ (CHS) plan to sell its three hospitals in Northeastern Pennsylvania to the newly formed non-profit health system Woodbridge Healthcare.
  • Harold Brubaker has written an article in The Philadelphia Inquirer about Thomas Jefferson University’s completed acquisition of Lehigh Valley Health Network.
  • Amid continued speculation about whether Governor Josh Shapiro will be the running mate of Vice President Kamala Harris, Newsweek has published an article about Shapiro’s last-minute schedule changes this coming weekend.

PA Health Policy Update for June 21

The following is an update of selected state health policy developments in Pennsylvania from June 17 – 21.  (Some of the language used below is taken directly from state documents). 

General Assembly

  • The state House of Representatives and Senate will reconvene for voting session next Monday, June 24. Both chambers are currently scheduled to remain in session until Monday, June 30, which is Pennsylvania’s constitutional deadline to enact a budget.
  • The House Children & Youth Committee is scheduled to meet on Tuesday, June 25 at 9:00 a.m. to consider House Bill 1425, which directs the Department of Human Services to develop a five-year plan to offer evidence-based maternal home visiting programs for eligible families. The meeting will be held in Room B-31 of the Main Capitol. It will be livestreamed here.
  • The House Health Committee is scheduled to meet on Wednesday, June 26 at 9:30 a.m. to consider House Bill 2344, which imposes more reporting requirements and additional oversight on health care facility mergers and acquisitions, and House Bill 2382, which establishes a rural health care grant program to incentive licensed health care practitioners to practice in rural areas. The meeting will be held in Room G-50 of the Irvis Building. It will be livestreamed here. 

Department of Human Services

  • The Department of Human Services (DHS) has updated its calendar of mailing dates for Remittance Advices and corresponding electronic transfers and checks through July 2024. Find the updated calendar here.
  • DHS has issued revisions to the participating drug company list for the Medicaid Drug Rebate Program. The revisions are viewable here.
  • DHS has announced a recent audit uncovered recipient date of death discrepancies and a claims recovery was completed to recoup monies paid in error. DHS also reminded providers that it is their responsibility to resubmit a correctly completed claim if they are due payment for services provided prior to the date of death.  Find the notice here. 

Department of Drug & Alcohol Programs 

The Department of Drug & Alcohol Programs (DDAP) has announced it will offer a virtual “Implementation, Improvement, Sustainability and Coaching of the ASAM Criteria – A How-To Science Based Approach” training in conjunction with Train for Change. The training will be offered in three series. It will teach the NIATx model for process improvement in conjunction with the ASAM Criteria Implementation Guide.   • The Pennsylvania Capital-Star has reported about the state’s looming budget deadline and Senator Majority Leader Joe Pittman’s assertion that “[negotiations] could perhaps use… a kick in the pants to get moving.”
  • The New York Times has published an article about the role of pharmacy benefit managers (PBMs) and how they contribute to the cost of prescription drugs.
  • Spotlight PA has published an article about efforts to legalize recreational marijuana and the likelihood of legalization being a part of this year’s budget package.

PA Health Policy Update for May 10

The following is an update of selected state health policy developments in Pennsylvania from May 6 – 10.  (Some of the language used below is taken directly from state documents). 

General Assembly

The state House of Representatives and Senate convened for voting session this week. Following is an overview of selected health care-related legislative activity that occurred.

  • The Senate passed Senate Bill 739 by a vote of 47-1. Senate Bill 739, which was amended before final passage, provides for coverage of telemedicine services. The bill will now be sent to the House for consideration.
  • The Senate unanimously passed Senate Bill 920, which establishes a statewide sexual assault evidence tracking system. The bill will now be sent to the House for consideration.
  • The House passed House Bill 1632, which amends the Workers’ Compensation Act to recognize post-traumatic stress injuries as eligible for workers’ compensation claims, by a vote of 154-46. The bill will now be sent to the Senate for consideration.
  • The House passed House Bill 2097, which provides Medicaid coverage of blood pressure monitors for pregnant or postpartum beneficiaries, by a vote of 164-37. The bill will now be sent to the Senate for consideration.
  • The House unanimously passed House Bill 1608, which extends Medicaid coverage to doula services and creates a doula advisory board. The bill will now be sent to the Senate for consideration.
  • The House Insurance Committee met on Monday, May 6 and favorably reported, among others, the following bills.
    • House Bill 1021, which prohibits insurers from discriminating against individuals because they have an opioid reversal agent in their prescription profile.
    • House Bill 1867, which prohibits health insurers from restricting the method of payment for in-network clinical services.
    • House Bill 2138, which requires insurance coverage for blood pressure monitors for home use as a pregnancy-related service.
    • House Bill 2234, which creates a pilot program to give small grants to individuals to assist them with purchasing health insurance on Pennie, Pennsylvania’s state-based insurance exchange.

  • The House Labor & Industry Committee met on Tuesday, May 7 and favorably reported House Bill 2247, which requires the establishment of workplace violence prevention committees in health care facilities. Immediately following the voting meeting, the committee held an informational meeting on the nursing workforce crisis. A recording of both meetings is viewable here.

The state House of Representatives and Senate are now recessed. The House will return to session Monday, May 20 and the Senate will return Monday, June 3.

Department of Human Services 

The Department of Human Services (DHS) has announced its intent to increase the funding for a class of supplemental payments to qualifying hospitals for Fiscal Year (FY) 2023-2024 that treat a high volume of opioid use disorder patients in their emergency rooms. Department of Health 

The Department of Health (DOH) has announced it will hold a public hearing on its proposed Preventive Health and Health Services Block Grant application for Federal Fiscal Year 2024. Independent Regulatory Review Commission 

The Independent Regulatory Review Commission (IRRC) has issued comments on the State Board of Pharmacy’s proposed pharmacy technician registration regulations. Find additional information and IRRC’s comments in this Pennsylvania Bulletin notice 

Around the State 

  • The Pennsylvania Capital-Star has reported about legislation that would cover post-traumatic stress injuries for first responders under the state’s Workers’ Compensation Act.
  • Governor Shapiro has indicated he will sign legislation criminalizing the misuse of xylazine, which is contributing to a growing number of overdose deaths, according to a Philadelphia Inquirer article. 
  • PennLive has published an article about House Democrats’ efforts to pass legislation that would enact a key part of Governor Shapiro’s budget proposal to provide assistance to individuals purchasing insurance of the commonwealth’s state-based insurance exchange, Pennie.

The Preventive Health and Health Services Block Grant Advisory Committee will hold a public meeting on Tuesday, May 28 from 2:00 – 4:00 p.m. The purpose of the meeting is to present the Federal Fiscal Year 2024 workplan and budget information. PA Health Policy Update for April 26

The following is an update of selected state health policy developments in Pennsylvania from April 22 – 26.  (Some of the language used below is taken directly from state documents). 

2024 Primary Election Update 

Pennsylvania held its 2024 primary election on Tuesday, April 23. In the race for Attorney General, former Auditor General Eugene DePasquale won the Democratic nomination and York County District Attorney David Sunday won the Republican nomination. Current State Representative Malcolm Kenyatta won the Democratic nomination for Auditor General. He will face the incumbent Auditor General Tim DeFoor in the fall. Lastly, Erin McClellan from Allegheny County won the Democratic nomination to challenge incumbent State Treasurer Stacy Garrity in the general election this fall. General Assembly

The House Health Committee and the Liquor Control Committee held a joint informational hearing on Thursday, April 25 examining public health challenges of cannabis legalization. A recording of the hearing is viewable here.

The state House of Representatives and Senate will convene for voting session in Harrisburg next Monday, April 29 through Wednesday, May 1. Following is an overview of selected health care-related legislative activity currently scheduled next week.

  • The House Human Services Committee will meet on Monday, April 29 at 10:00 a.m. in Room 523 of the Irvis Office Building to consider, among other bills, House Bill 1783, which requires the development of opioid-related overdose public information, and House Bill 2137, which establishes the Maternal and Newborn Supply Kit Program. The meeting will be livestreamed here.
  • The House Health Committee will meet on Tuesday, April 30 at 9:30 a.m. in Room 140 of the Main Capitol to consider the following bills.
    • House Bill 2127, which requires clinicians to distribute information related to postpartum depression and conduct a postpartum screening for depression.
    • House Bill 2208, which strengthens the Department of Health’s oversight of laboratories that test medical marijuana.
    • Senate Bill 721, which establishes the Women, Infants and Children (WIC) State Advisory Board.

  • The House Aging & Older Adult Services Committee will hold an informational meeting on Tuesday, April 30 at 10:00 a.m. regarding local Area Agencies on Aging. The meeting will take place in Room B31 of the Irvis Office Building. The meeting will also be livestreamed here.
  • The House Human Services Committee will hold an informational meeting on Wednesday, May 1 regarding performance-based contracting for the Department of Human Services’ Office of Developmental Programs. Department of Health 

The Department of Health (DOH) has released a schedule of five public comment sessions to provide interested stakeholders an opportunity to comment on the development of the 2025 plan for the state’s Special Supplemental Nutrition Program for Women, Infants, and Children (i.e., WIC Program). Department of Human Services 

The Department of Human Services (DHS) has announced changes to the Medical Assistance (MA) program fee schedule based upon provider requests and clinical review. DHS is adding procedure codes for ECG services and removing prior authorization for fetal congenital abnormality testing. The changes are effective for dates of service on and after April 29, 2024. 

Department of Drug & Alcohol Programs 

The Department of Drug & Alcohol Programs (DDAP) has announced a virtual webinar in collaboration with the Center for Substance Abuse Treatment (CSAT) on strategies for preventing and treating xylazine in a behavioral health or clinical setting. It will be held virtually on Wednesday, May 8 at 3:00 p.m. The webinar is open to the public, but registration is required.

PA Health Policy Update for March 29

The following is an update of selected state health policy developments in Pennsylvania from March 25 – 29.  (Some of the language used below is taken directly from state documents). 

Governor Shapiro 

Governor Shapiro signed House Bill 1564, which provides for the creation of an associate license for marriage and family therapists and an associate license for professional counselors, into law on Thursday, March 28. It is now Act 4 of 2024. 

General Assembly

The state House of Representatives convened for a voting session this week. Following is a selection of health care policy-related legislative activity that occurred.

  • The House unanimously passed House Bill 1956, which makes certain amendments to the Patient Test Results Act. The bill will now be sent to the Senate for consideration.
  • The House Insurance Committee met on Monday, March 25 and favorably reported, among other bills, House Bill 1512, which provides for the coverage of telemedicine services. A recording of the meeting is viewable here.
  • The House Health Committee convened on Wednesday, March 27 at 9:00 a.m. and favorably reported a number of bills and resolutions, including the following:
    • House Bill 1633, which prohibits the use of non-compete agreements in health care employment.
    • House Bill 2084, which establishes a license for prescription drug virtual manufacturers.
    • Senate Bill 668, which permits certified nurse aides to become certified medication aides in long-term care, assisted living residences, and personal care homes. 

The House and Senate will be in recess next week. Both chambers will return to Harrisburg for voting session the week of April 8. 

Department of Health

The Department of Health (DOH) has posted a solicitation for grantees to develop and provide support to regional maternal health coalitions that will implement maternal mortality-prevention strategies recommended by the Pennsylvania Maternal Mortality Review Committee to reduce maternal mortality, particularly where there are disparities. DOH has issued a Health Advisory (PA-HAN 743) with important information about an increase in Mpox cases in Pennsylvania. The advisory includes recommendations for the prevention, screening, and treatment of Mpox.  

Department of Human Services

The Department of Human Services (DHS) has issued Provider Quick Tip #272 announcing it has experienced a delay in implementing Version 40.0 and Version 41.0 of the APR DRG classification system for Medical Assistance (MA) program enrolled acute care general hospitals. This will affect acute care general inpatient stays with discharge dates on or after October 1, 2022. As a result of this delay, DHS will begin to mass adjust claims submitted for discharge dates October 1, 2022 through September 30, 2023 for Version 40.0, and October 1, 2023 through February 29, 2024 for Version 41.0 after February 29, 2024.

The Office of Long-Term Living (OLTL) has issued a clarification regarding the ability of Personal Assistance Service (PAS) workers to be reimbursed for transporting Community HealthChoices (CHC) participants in the community. The Commonwealth’s CHC 1915(c) Home and Community-Based Services (HCBS) Waiver addresses PAS and transportation beginning on page 81. 

Department of Drug & Alcohol Programs 

The Department of Drug & Alcohol Programs (DDAP) has released a Licensing Alert 05-2024 related to staffing regulations. DDAP has issued individual licensing alerts over time that focus on

specific regulation topics. This licensing alert will organize previous relevant, active licensing alerts, as well as provide additional guidance for Chapter 704 staffing regulations. 

Medicaid Continuous Coverage Unwinding

  • DHS has reported that it has contacted individuals that had their Medicaid coverage restored due to issues with the commonwealth’s ex parte redetermination process about how to use their retroactive coverage to have providers resubmit bills and reimburse any out-of-pocket costs that were paid in error during this time.
  • DHS has published the following resources to help providers educate patients about Medicaid renewals and what to do if they are no longer eligible for Medicaid.

PA Health Policy Update for December 8

The following is an update of selected state health policy developments in Pennsylvania from December 4 – 8.  (Some of the language used below is taken directly from state documents.)

Governor Shapiro 

In October, the Shapiro administration established the Pennsylvania Behavioral Health Council through Executive Order 2023-20. As the administration and Council begin their work, they have asked interested stakeholders to complete a brief survey to share their insights. The survey will remain open until December 14, 2023. 

General Assembly 

The state House of Representatives and Senate will convene for session next week. Following are selected health care-related legislative proceedings currently scheduled.

  • The House Health Committee will meet on Monday, December 11 at the call of the chair to consider Senate Bill 683, which requires drug screening for fentanyl and xylazine, if a drug screening is conducted in a general acute care hospital to assist in diagnosing a patient’s condition.
  • The House Health Subcommittee on Health Care will convene on Wednesday, December 13 at 9:00 a.m. in Room G-50 of the Irvis Office Building for an information meeting on the “cannabis regulatory landscape.”
  • The House Human Services Committee will convene on Monday, December 11 at 10:00 a.m. in Room 60 of the East Wing to consider Senate Bill 941, which enables certain flexibilities for addiction treatment providers. 

Department of Human Services

  • The Department of Human Services (DHS) has announced the opening of a public comment period on its proposed 1115 waiver application – Bridges to Success: Keystones of Health for Pennsylvania. The public comment period will take place from December 2, 2023 through January 2, 2024. During this period, interested stakeholders can review the draft waiver application and provide comments online, in writing via mail, during multiple advisory and stakeholder meetings, or through three upcoming virtual forums.   • DHS has announced the addition of a procedure code to the Medical Assistance (MA) program fee schedule for the administration of an influenza vaccine. The effective date and MA fee are indicated in this Pennsylvania Bulletin notice.
  • DHS has announced the addition of the following procedure codes to the MA program fee schedule for the administration of bivalent doses of the novel coronavirus (SARS-CoV-2) vaccines manufactured by Pfizer, Inc. and Moderna, Inc. Find additional information in this Pennsylvania Bulletin notice.
  • DHS has announced it will require prior authorization of all prescriptions for continuous glucose monitoring (CGM) products that are designated as preferred on the Statewide PDL. These prior authorization requirements apply to prescriptions dispensed on or after January 8, 2024.

Department of Health 

The Department of Health (DOH) has issued a Health Advisory (PA-HAN 728) notifying health care providers of an increase in mycoplasma pneumoniae activity internationally and in some U.S. jurisdictions.

DOH has published guidelines and fees that a health care provider or facility may charge in response to a request for production of medical charts or records. The guidelines and fees, which can be found in this Pennsylvania Bulletin notice, are effective January 1, 2024. 

Revenue Collection Update 

The Department of Revenue announced Pennsylvania collected $3.1 billion in General Fund revenue in November, which was $46.4 million, or 1.5 percent, more than anticipated. Fiscal year-to-date General Fund collections total $16.1 billion, which is $1.1 million below estimate. 

Medicaid Continuous Coverage Unwinding

DHS is maintaining an online dashboard with Medicaid continuous coverage unwinding data. The data on this dashboard tracks the renewal process by county and zip code. Additional updates and resources about the Medicaid eligibility renewal process may be found here.

PA Health Policy Update for November 3

The following is an update of selected state health policy developments in Pennsylvania from October 30 – November 3.  (Some of the language used below is taken directly from state documents.)  

Governor Shapiro 

Governor Shapiro was joined by legislators for a ceremonial signing of Senate Bill 262 this week. Senate Bill 262, which is now known as Act 5 of 2023, improves access to timely data on maternal health and maternal mortality in Pennsylvania. The increased access to data will enable researchers, doctors, and policymakers to make more informed medical care decisions. Find additional information in this press release.

The Shapiro administration has announced the launch of PAyback.pa.gov, an online money-back guarantee system that allows eligible residents, businesses, charities, and schools to request a refund of their permit, license, or certification application fee. This initiative is an outcome of Executive Order 2023-07, which directed state agencies to standardize timeframes for processing permits, licenses, and certifications. If those timeframes are not met, applicants may request their fee be refunded.  

General Assembly

  • The state House of Representatives convened in Harrisburg for session this week. The House is now in recess until Monday, November 13 when the Senate will return to session as well.
  • The House Health Committee met this week and favorably reported House Bill 1795, which removes state requirements that exceed federal statute related to source plasma donation centers. Department of Human Services

  • The Department of Human Services (DHS) has posted in the Pennsylvania Bulletin its annual list of each inpatient acute care general hospital, rehabilitation hospital, and private psychiatric hospital qualifying for a disproportionate share payment and their respective disproportionate share payment percentage.   • DHS published a notice with details on the implementation of the statewide hospital quality care assessment, which are consistent with Act 15 of 2023 passed by the General Assembly earlier this month. The Act set the assessment percentage rate for FY 2023-2024 as 3.54% of net inpatient revenue and 1.78% of net outpatient revenue. The department will use hospitals’ net inpatient and net outpatient revenue for state FY 2018-2019 to calculate the amount owed. Find the full notice here.

  • DHS has published a Medical Assistance Bulletin, the purpose of which is to advise providers that the Department will provide coverage for sexually transmitted infection (STI) testing kits for at-home specimen collection, effective with dates of service on and after December 1, 2023.

Department of Health  

  • The Department of Health updated the staffing tool it offers to assist long-term care facilities with compliance with the new staffing ratio requirements. With this update, the sheets can now be printed on one page and the ratios are no longer calculated to two decimal places. Click here to access a direct download of the spreadsheet.
  • DOH cautioned providers about a recent consumer warning by the U.S. Federal Drug Administration related to eye drops from several major brands that have been linked to serious eye infections. See the full FDA warning here, which includes a list of the affected brands. 

Revenue Collection Update 

The Department of Revenue has announced Pennsylvania collected $3.2 billion in General Fund revenue in October, which was $119.8 million, or 3.8 percent, more than anticipated. Fiscal year-to-date General Fund collections total $13.1 billion, which is $47.5 million, or 0.4 percent, below estimate.

PA Health Policy Update for October 27

The following is an update of selected state health policy developments in Pennsylvania from October 23 – 27.  (Some of the language used below is taken directly from state documents.) 

Governor Shapiro 

Governor Shapiro signed House Bill 1351 into law this week. Act 15 of 2023, as it is now known, reauthorizes the hospital Quality Care Assessment, increases Medicaid reimbursement for ambulance transportation, and makes changes to the skilled nursing facility case-mix rate. 

General Assembly

The Senate convened for voting session this week. The following is an overview of selected health-related legislative activity.

  • The Senate Health & Human Services Committee met on Tuesday, October 24 and favorably reported the following relevant bills.
    • Senate Bill 668, which allows certified nurse aides (CNAs) to pursue medication administration certification.
    • Senate Bill 828, which provides the Department of Health with the ability to create and utilize a stroke registry.
    • House Bill 507, which requires health care providers to receive explicit patient consent for all procedures and exams performed under anesthesia for training purposes.
  • The Senate passed Senate Bill 959 on Wednesday by a vote of 30-20. This legislation would establish a new process for scheduling newly added controlled substances after the U.S. Food & Drug Administration’s initial classification. The bill was received in the House of Representatives and referred to the Judiciary Committee.

The state House of Representatives will convene again for voting session on Monday, October 30.

Department of Human Services

The Department of Human Services (DHS) has issued a Medical Assistance Bulletin advising providers of updates to the Medical Assistance (MA) Program Dental Fee Schedule and the MA Program Dental PROMISe Provider Handbook.

DHS has published the minutes of the September 28, 2023 Medical Assistance Advisory Committee (MAAC) meeting.

Department of Health   

The Department of Health (DOH) has published minimum standard requirements for sexual assault evidence collection. The minimum standard requirements published in this Pennsylvania Bulletin notice should be observed by all health care facilities and child advocacy centers in the commonwealth. 

Insurance Department 

The Insurance Department has notified all basic insurance coverage insurers and self-insured participating health care providers that the annual MCARE assessment for 2024 will be 26 percent applied to the prevailing primary premium for each participating health care provider. PA Health Policy Update for October 20

General AssemblyHouse Chamber of the State House 

The state House of Representatives and Senate convened for voting session this week. Following is an overview of selected health policy-related legislative activity.

  • The House of Representatives voted 199-4 to concur with the Senate’s amendments to House Bill 1351, which reauthorizes the hospital Quality Care Assessment, increases Medicaid reimbursement for ambulance transportation, and makes changes to the skilled nursing facility case-mix rate. The bill has been presented to Governor Shapiro for his signature.
  • The Senate unanimously passed Senate Bill 941, which enables certain flexibilities for addiction treatment providers. The bill has been received in the House and referred to the Professional Licensure Committee.
  • The House of Representatives’ Health Committee met on Wednesday, October 18 and favorably reported the following bills.
    • House Bill 1417, which restores dental coverage for Medical Assistance recipients.
    • House Bill 1585, which establishes access and coverage for tele-dentistry in Pennsylvania.
    • House Bill 1694, which requires the Department of Drug & Alcohol Programs to create an annual report on the use of opioid settlement funds by state and county governments.
    • Senate Bill 500, which requires Medicaid coverage for medically prescribed pasteurized donor human milk. 

The Senate will return to session next Monday, October 23 through Wednesday, October 25. The House of Representatives is recessed until Monday, October 30.

Department of Human Services

The Department of Human Services (DHS) has updated its calendar of mailing dates for Remittance Advices and corresponding electronic transfers and checks through November. Find the updated calendar here.

Department of Health   

The Department of Health has recommended long-term care facilities use its  COVID-19 Infection Control and Outbreak Response Toolkit for Long-Term Care when preparing for and responding to a COVID-19 outbreak. A 2023-2024 Influenza Toolkit is also available. For assistance on COVID-19 infection prevention and control, providers are strongly encouraged to reach out to LTC-RISE and Project Firstline.

The DOH Bureau of Family Health has announced a funding opportunity for community-based, non-profit organizations to provide direct, individualized services to families who qualify for the Community to Home (C2H) program. Independent Regulatory Review Commission

PA Health Policy Update for August 11

General Assembly

The House Professional Licensure Committee held a public hearing Monday, August 7 on HB 1000, which seeks to provide prescription authority to psychologists who complete specialized training. A recording of the hearing can be viewed here. 

Department of Human Services

The Department of Human Services (DHS) has issued Provider Quick Tip #263 with updated information regarding the electronic submission process for Office of Medical Assistance Fee-for-Service (FFS), Office of Long-Term Living (OLTL), and long-term care 180-day exception requests requiring documentation.

The Office of Mental Health & Substance Abuse Services (OMHSAS) has reminded stakeholders that its application is still open for qualified entities to request funding to invest in technology and training for behavioral health telehealth providers. Organizations with 51 or more employees are ineligible. The application deadline is December 31, 2023. Learn more about this funding opportunity here. 

Department of Health 

The Department of Health (DOH) and the Department of Drug and Alcohol Programs (DDAP) have requested that organizations who plan to request fentanyl and xylazine test strips complete “pre-order” information here. DOH, DDAP, and the Commission on Crime and Delinquency are working to establish a new program that can provide organizations with a supply of test strips at no cost. Organizations that make a request through the pre-order form will be contacted when orders can be filled.

DOH has issued a Health Advisory (PAHAN – 714) notifying clinicians of recently identified variant influenza viruses (A H1N2v and A H3v) in the U.S. The advisory also contains diagnosis and reporting guidance for clinicians.  

Department of Aging

The Department of Aging has announced the state’s 52 Area Agencies on Aging (AAAs) will be hosting in-person listening sessions in all 67 counties to gather input on Pennsylvania’s Master Plan for Older Adults – a 10-year strategic plan designed to transform infrastructure and coordination of services for older Pennsylvanians.
